ci(workflow): 添加多平台构建与发布工作流

- 新增 GitHub Actions 工作流文件
- 支持 Windows、Linux 和 macOS 平台构建
- 配置 Bun 环境并安装依赖
- 构建 Vue 前端资源
- 编译后端为可执行文件
- 打包静态资源与可执行程序
- 上传构建产物并创建 GitHub Release
